Migrant Health Agenda in the West Midlands

The scale and diversity of migration into the West Midlands presents significant challenges for priorities in health, local government and social care. This report represents the first attempt to identify how migration has impacted upon priorities for the health sector, on service planning, commissioning, and policy development and how organisations have responded to these challenges. 
The report, written jointly by the department of health in the West Midlands and the West Midlands Strategic Migration Partnership has identified a number of priorities for future action as well as serving as a legacy of the good work undertaken to date by local areas.

Delivering in an age of Super-Diversity: West Midlands review of maternity services for migrant women PDF 781KB The report presents the findings of a study, funded by the department of Health and undertaken by the University of Birmingham, on migrant women’s experiences of maternity services in the West Midlands. The findings from the research highlight the challenges women, from various immigration statuses and geographical areas, face in their knowledge and use of maternity services, it also provides a perspective of professionals from the health and voluntary sector in their work with pregnant migrant women. The impact of social factors on maternity outcomes, the affect of immigration status on social welfare support and the disruption of maternal care are evidenced within a number of case studies. It report highlights the need to improve partnership approaches to service provision for these women, suggesting that Children’s Centre’s and work with the voluntary sector could pay a greater role. A series of recommendations are also made in relation to improving maternity services understanding of their local migrant population, addressing the training needs of health professionals, improved information and language and interpretation needs.

Migrant Friendly Maternity Services: A toolkit for improving local service provision PDF 491KB The toolkit has been developed to assist maternity services to take forward some of the recommendations from above report. An overview of the policy context for maternity services and an overview of the scale and impact of migration is also provided. Four key areas for service improvement are identified within the document: Access to clear information for both women and health care professionals; Ease of access to healthcare services for pregnancy women; attitude and cultural awareness of staff & the availability of additional support for those individuals who need it. Each section is supported by example of good practice from within the West Midlands, illustrating how the health and voluntary sector have responded to the needs of migrant women. Finally, a suggested model care pathway for migrant women has been produced for maternity services to consider in their provision of maternity services for local migrant communities.

How many migrants are there in the West midlands and who are they? PDF 3MB This report from the West Midlands Public Health Observatory, which was commissioned by the Department of Health West Midlands, is intended to assist local health partners in developing a greater understanding of migration data sets and how they can be used to identify the size and complexity of local migrant populations. It provides a detailed explanation of the usefulness and limitations of various data sets, a comparison of different data sources and an example of how these sources can help build a picture of the local migrant population.

 

The report goes a long way to addressing the gaps in understanding local migrant populations, providing a systematic approach to current and potential data sources and a helpful appendix which illustrates how Flag 4 and National Insurance data can be analyzed. It is hoped that its contents will support local partners in undertaking Joint Strategic Needs Assessments, ensuring that the changing profile on potential health needs within local migrant populations are reflected in commissioning.

'Migration Matters: Mainstreaming Migration in the West Midlands' Conference Report - June 2009

This important and high level Regional conference was organised by West Midlands Strategic Migration Partnership (WMSMP) in February 2009. It presented a unique opportunity for key stakeholders to consider together the impact of migration on the Children's, Cohesion, Health and Skills (employment and training) agendas and to identify key priorities and develop appropriate delivery mechanisms in the Region.
